Minister for Health and Wicklow TD Simon Harris is considering compiling a list of medical professionals who will provide abortions.
The list is being considered in order to remove the added distress from women of being rejected by a medical professional when seeking an abortion.
It is the latest in a number of proposed measures that will ensure women have safe access to terminations.
The government are also considering the establishment of a 24/7 helpline as well as a ban on anti-choice campaigners from protesting or harassing women outside of clinics that offer terminations.
