Plans have been lodged with An Bord Pleanála to build 759 new homes in Arklow.
The homes, which include 515 houses and 244 apartments will be built on a site at Monument lane, Kilbride north of the town.
Plans are also in place to build two schools in the area.
A decision on the application is due in three months.
Councilor Tommy Annesley welcomed the news, but said “There is an awful lot of work to be done before any building could take place.
A traffic plan has to be put in place, the water treatment plant has to be built, we must have it right.”
